DIVINE PROVERB 1: Types of Authority
❈1.1 The Divine Analects and Edicts therein are of the highest authority, to be hereby referred to as Pious Authority. Documents issued with Pious Authority are to be referred to as Proclamations. Power exercised through EDICT ONE falls under Pious Authority.
❈1.2 Royal Decrees are the second highest authority of law, to be hereby referred to as Royal Authority. Documents issued with Royal Authority are to be referred to as Decrees. Power exercised through EDICT TWO falls under Royal Authority.
❈1.3 Dictums are the the lowest form of authority, to be hereby referred to as Legal Authority. Documents issued with Legal Authority shall be referred to as Dictums. Power exercised through EDICT THREE falls under Legal Authority.
❈1.4 Contradictions between various authorities will be resolved by the order stated in this DIVINE PROVERB.

❈2.1 We shall never deny the right of all citizens to view and have access to the various Dictums, Decrees, and Proclamations issued or the DIVINE ANALECTS in their entirety.
❈2.3 The DIVINE ANALECTS and subsequent documents of authority shall not be skewed or modified but by legal means.

❈3.1 We shall seek both the authority and spirit of the DIVINE ANALECTS in all our actions as resident, citizens, and of all classes under the jurisdiction of Ravana.
❈3.2 We shall be called to challenge the nature of any authority which stands in contradiction of these DIVINE ANALECTS, as it is our duty to uphold these DIVINE ANALECTS above all else.
❈3.3 We shall not grant residency or citizenship to those who openly denounce the authority of the DIVINE ANALECTS on any infrastructure.

❈4.1 We shall never grant any account, person, nation, group, authority, or document the right to edit, alter, abolish, circumvent, nullify, undermine, seek refuge against, or manipulate the words herein for the purpose of any gain, profit, point, act, or for the purpose of causing discord.
❈4.3 We shall grant the Pontifex Maximus the right to eject or ban any nation from all infrastructure which has been found to have abused the DIVINE ANALECTS through these and other means.

DIVINE PROVERB 5: Foundership
❈5.1 The founder of the Ravana shall be charged and tasked with the keeping and compliance of these DIVINE ANALECTS within all jurisdictions if established legal protocol cannot resolve an infraction.
❈5.2 The founder shall maintain the right to administer as necessary the region of Ravana with the tools and means provided by NationStates for the purpose of providing compliance to the DIVINE ANALECTS and general harmony of the residents and citizens.
❈5.3 We shall not ratify any document of authority which restricts the founder from performing the duties and administrative tasks afforded to him through NationStates game mechanics, nor attempt to remove from the founder the right of sole administrative authority.
❈5.4 This authority extends to any platform utilized by Ravana for governmental, administrative, or cultural purposes. No platform may claim to be officially endorsed, supported by, or representative of Ravana if it is not owned by the founder or holds the direct approval of the founder. The founder may revoke such approval at any time.
❈5.5 The founder shall be referred to as the Pontifex Maximus.

DIVINE PROVERB 6: Alterations
❈6.1 We shall require all alterations of these DIVINE ANALECTS to be performed by the Pontifex Maximus and ruling sovereign jointly, through the composition of an Imperial Edict.
❈6.3 We shall grant no alteration to the DIVINE ANALECTS if the Pontifex Maximus and Sovereign do not agree in full to the alteration.
❈6.4 We shall require that all revisions to the DIVINE ANALECTS be incorporated into the text of this original Eye of Providence in such a way as to leave the original text intact, and provide necessary addendums to the text to provide the reasoning, dating, and signatures of the revision.

DIVINE PROVERB 7: Interpretations
❈7.1 We shall grant the Pontifex Maximus and the Sovereign jointly the ability to resolve any legal interpretation to the DIVINE ANALECTS.
❈7.2 We shall grant the Pontifex Maximus the right to interpret the DIVINE ANALECTS in any dispute should the Pontifex Maximus and the Sovereign disagree on a prescribed interpretation.
❈7.3 We shall require the Pontifex Maximus to publish an official interpretation of the DIVINE ANALECTS should any dispute arise which challenges the interpretation herein.

DIVINE PROVERB 8: The Holy Church of Ravana
❈8.1 The Pontifex Maximus in addition to overseeing the responsibilities listed above shall serve as the figurehead of the Holy Church of Ravana. As its figurehead he shall hold all authority granted to the church and reserves the ability to delegate such responsibility as he sees fit.
❈8.2 The Holy Church of Ravana has the authority to marry and divorce individuals in the form of Pious authority as well as recognize adoptions within the families of Ravana.
❈8.3 The Holy Church will be tasked with managing the coronation of the Sovereign and shall be tasked with compiling an official list of all recognized families within Ravana.
❈8.4 The Holy Church will be tasked with the management and approval of citizenship applications. Nations may only become citizens with the approval of the Pontifex Maximus.

DIVINE PROVERB 9: Excommunication
❈9.1 Any non-citizen may be excommunicated by the Pontifex Maximus and may not be permitted citizenship nor may have access to any platforms controlled by Ravana.
❈9.2 Providing information with an excommunicated individual that they would be otherwise unable to see without being themselves a citizen is punishable with the revocation of citizenship.
❈9.3 The Pontifex Maximus may issue intent to Excommunicate the Sovereign, in this circumstance the two legislative chambers would be called to vote to approve or reject the Excommunication by a majority in both chambers. Should the Sovereign be excommunicated they will be disposed from the throne, and their heir shall ascend to the position of Sovereign with the blessing of the Pontifex Maxminus, or the Pontifex Maxminus may crown another eligible Noble to ascend to the throne.
❈9.4 The Pontifex Maximus may excommunicate any Noble, at which point their status shall be demoted to that of a citizen and they shall be ineligible to hold any offices or titles that require the status of nobility.


DIVINE PROVERB 10: The Sovereign
❈10.1 The Sovereign shall be the official head of state in Ravana
❈10.2 Upon ascension to the throne the Sovereign shall name an heir to rule following their succession. The Sovereign retains the right to abdicate the heir and name a new one at any point. In order for an individual to be named heir they must be formally recognized by the Church of Ravana as being the son/daughter of the Sovereign, or recieve the explicit recognition of the Pontifex Maximus.
❈10.3 The Sovereign shall not serve in any other office while acting Sovereign, and must resign from all standing legal positions.

❈11.1 The Sovereign’s namesake shall automatically be considered a royal bloodline. The Sovereign may declare any other family to be a recognized royal bloodline with the concurrent agreement of the Pontifex Maximus.
❈11.2 Any member of a royal bloodline who is also a citizen is eligible for the status of Nobility. Nobility may be bestowed upon an individual by the Sovereign if the individual accepts, but may not be removed by the Sovereign.
❈11.3 All members of the nobility are nobility for life unless they rescind or have their citizenship revoked or are excommunicated by the Pontifex Maximus.
❈11.4 All members of the nobility are seated on the House of Lords; excluding the King, Queen, and Pontifex Maximus.

DIVINE PROVERB 12: Royal Decrees
❈12.1 The Sovereign shall enact all changes and decisions in regards to his authority via a Royal Decree. The Sovereign shall shall hold power over appointments lamented in this document and any other authorities vested to him by this document or other established documents of authority.
❈12.2 Royal decrees may be rescinded by the same process by which they were established.
❈12.3 All royal decrees must clearly state their status as a decree the action they intend to incur, and the power they intend to invoke.


DIVINE PROVERB 13: Legislative Chambers
❈13.1 There shall be two official legislative Chambers, hereby referred to as the House of Lords and People’s Assembly
❈13.2 All citizens, including nobles and excluding the King, Pontifex Maximus, Queen, and King’s Hand are eligible to be elected into the People’s Assembly. The People’s Assembly will hold elections on the first of every month and shall be composed of a total of 7 seats. Elections will involve the following procedure. If an eligible citizen intends to run for office, they must challenge a seated representative or run for an open seat. An open seat shall be any seat that the incumbent has resigned from or has announced intentions not to seek re-election. On election day, all citizens running for open seats shall run against each other and fill the open seats by order of whomever receives the most votes. All citizens challenging a seated representative will replace said representative if they receive a greater number of votes than the challenged representative and all other challengers.
❈13.3 All citizens may vote in these elections. All citizens seated on the People’s Assembly shall be referred to as Senators. Senators who are not challenged and do not step down will continue their tenure into the next term.
❈The House of Lords shall be composed of all Nobles, once an individual is no longer a noble they will no longer serve on the House of Lords
❈From amongst their own ranks the People’s Assembly shall elect a Chancellor to represent their chamber, retain decorum, and preside over the Judiciary.

DIVINE PROVERB 14: Legislative Procedure
❈14.1 The People’s Assembly holds the power to draft dictums and pass them with a majority vote of all voting senators. These dictums will be enacted as law if they receive either the approval of the Sovereign or the approval of a majority in the House of Lords. The Sovereign reserves the right to withhold his approval indefinitely and the House of Lords, by majority vote, reserves the right to reject any dictum.
❈14.2 The House of Lords may not draft dictums of its own, but reserves the power to approve or reject dictums from the People’s Assembly.
❈14.3 The House of Lords shall be tasked with approving the appointment of all judiciaries and the King’s hand by a majority vote.
❈14.4 By a 2/3 majority of all voting members the House of Lords may impeach a Senator or judiciary.
❈14.5 Should a Senator be impeached, their seat shall become an open seat to be filled in the next election. If a Senator is impeached more than a period of 14 days before elections are set to be held, a special election will be held 5 days after the impeachment. Should a Judiciary be impeached the Sovereign must appoint a new Judiciary and receive confirmation from the House of Lords.

DIVINE PROVERB 15: Judicial Structure
❈15.1 The Sovereign, upon assuming power must appoint 2 Judiciaries to interpret and resolve violations of both Legal Authority and Royal Authority, so long as they don’t contradict Pious Authority or these Edicts.
❈15.2 These two Judiciaries must receive approval from the House of Lords before assuming office. Should a Judiciary resign or be impeached, a new one may be selected by this same process.
❈15.3 The Chancellor shall also be considered a Judiciary for all intensive purposes, and shall preside over Judicial hearings.
❈15.4 Judiciaries shall server for a tenure of 3 months each, excluding the chancellor who sits for the duration of their term in the People’s Assembly. Upon the cessation of their terms the Sovereign shall either re-institute one or both of them without requiring approval from the House of Lords, or appoint new Judiciarie(s) with the approval of the House of Lords.
❈15.5 The People’s Assembly reserves the right to pass legislation detailing judicial procedures, and should one not be established the Judiciarys must unanimously decide on a procedure to implement.
❈15.6 Convicted individuals of violating laws passed with Legal, Royal, or Pious authority requires a 2/3 majority of the Judiciary unless said laws demand a unanimous verdict. If the Pontifex Maximus or King is tried for overstepping their authority, they must be convicted with a unanimous verdict and then:
> Should the King be convicted, the action they took in violation of the rules shall be reversed. Should the Judiciary feel compelled to, they may unanimously call for the impeachment of the Sovereign. Should the motion receive a 2/3 majority in both the People’s Assembly and the House of Lords, the Sovereign shall be disposed and the designated heir will ascend to the throne.
>> Should the Pontifex Maximus be convicted, the action taken in violation of the rules shall be reversed if the Sovereign deems the conviction to be in violation of the Pontifex Maximus’s authority
❈15.7 All citizens reserve the right to appeal to Pious Judgment in their own defense. If this
should occur the Pontifex Maximus shall issue a verdict in line with the law. DIVINE ANALECTS.

DIVINE PROVERB 16: Holding Offices
❈16.1 Clarifies that the Sovereign may serve in no other offices than Sovereign, the Spouse to the Sovereign may serve in no other offices than as Spouse, the Pontifex Maximus shall serve in no other offices other than Sovereign, The Chancellor shall serve in no other offices than Chancellor. The King’s Hand shall not serve as the head of any guild. Should any situation result in an individual holding contradictory offices, they must resign from one or more to resolve the contradiction or face removal from all offices by the Pontifex Maximus.

DIVINE PROVERB 17: Distinction
❈17.1 The guilds of Ravana shall function as semi autonomous actors in terms of their relation to the government.
❈17.2 Guilds may be established if a charter is drafted and ratified through the People’s Assembly following the same process that a dictum would go through. A guild charter may be revoked following the petition of the King and a majority of both the People’s Assembly and the House of Lords.
❈17.3 Guilds shall be tasked with establishing, modifying, and upholding their own charters and structures. As such they will have internal leadership and codes dictating procedures within their established objectives. All guilds must have a clearly defined purpose within their charter. Guilds may dictate their own terms of membership, admittance, and expulsion.
❈17.4 Each guild must have a clearly defined leader and spokesperson, who shall report directly to the King’s Hand and be referred to as a Guild Master.

DIVINE PROVERB 18: King’s Hand
❈18.1 The King’s Hand shall be directly appointed by the King and with the approval of the majority of the House of Lords. The King’s Hand shall represent the crown’s interests and direct the focuses of the Guilds. The King’s Hand may be removed at any time, for any reason, by the King. The King’s hand may not be the head of a guild, the King, Queen, or Chancellor.
❈18.2 All Guild Masters will be considered members of the Conclave.
❈18.3 The King’s Hand shall serve as the chair of the Conclave, which shall be tasked with building consensus and cooperation between the guilds to facilitate regional direction.
